No, I don't think that laws like the on in New Jersey will help reduce instances of bullying because this won't help kids stick up for themselves, so they will still get picked on.  I think teachers and schools can reduce bullying by becoming more aware of when a student is getting bullied.  I think suspension would be effective towards bullying.  I see this problem staying about the same in m school because I don't see as many people getting bullied this year.
